Joanna Kelly is the Doll Martin Associates Health Practice leader. She is a highly experienced digital health strategist. Joanna has extensive experience in the public sector in the development of strategic plans, information management strategies and policy, business cases and investment planning, requirement definition, solution design, standards development and IT procurement. Joanna has had a particular focus on ensuring the close alignment between corporate strategy and plans, information and communications technology strategy, investment planning and solution design and development.
Joanna was previously the Director, Portfolio Management for NSW Health, responsible for developing and driving the NSW Health ICT strategy. In this role, Joanna provided input on a range of COAG, AHMAC and NSW State planning initiatives. She was responsible for the development and implementation of an Electronic Health Record for NSW, including development of the NSW Health Privacy Policy and privacy policies for the Electronic Health Record. She was also responsible for the establishment of a clinical and corporate Enterprise Architecture for NSW Health.
Joanna has an in-depth knowledge of the machinery of government, having worked for more than 10 years in senior roles driving information strategy, procurement and ICT portfolio management in large state government agencies, working closely with NSW Treasury and the Government CIO. She has high-level skills in the areas of ICT governance, policy development, privacy and benefits realisation.
